If you only run DOS, you can access the Internet, in a graphical environment! Check out Arachne Web Browser Arachne Home Page. Borrow a friend's machine that has Internet access, download Arachne installer to diskette, run the self-extracting EXE file to install Arachne on your machine and you too can have full Internet access with email, all from the fast, comfortable confines of your familiar DOS operating system. The Internet should not be reserved just for those who have the latest, fastest computer and new operating systems. Check with your Internet Service Provider (ISP) and see if they will support a login from any OS and browser! Also, for those with a newer OS, Arachne makes an excellent "offline" browser/viewer for your web pages!
